HM&P lawyer attended the Forum "Scaling-up digital investments: Connecting the European tech business offer with Vietnam’s digital future"

On October 21, 2025, representative of HM&P Law Firm ("HM&P"), Managing Partner Nguyen Van Phuc attended the International Forum "Scaling-up digital investments: Connecting the European tech business offer with Vietnam’s digital future" held in Ho Chi Minh City. The event was organized by the Delegation of the European Union (EU) to Vietnam, D4D Hub, AVSE Global and EuroCham Vietnam, with the gathering of representatives of regulatory agencies, international organizations, technology enterprises and leading technology companies to promote investment cooperation and technology transfer between Vietnam and the EU in the digital era.

Attending the event, Lawyer Nguyen Van Phuc and delegates discussed the trend of digital technology development and the legal framework to support investment activities in this field. It can be seen that this forum has created opportunities to connect between Vietnamese and European businesses in potential fields such as data infrastructure, artificial intelligence, semiconductors, and digital transformation of transport infrastructure. Speaking at the forum, Lawyer Nguyen Van Phuc said:

"Digital transformation is not only a technological trend but also an extensive legal process, requiring compatibility between the domestic legal framework and international standards. Cooperation with European partners gives Vietnam the opportunity to access digital governance experience and regulatory standardization, thereby promoting a more transparent and sustainable investment environment."

The event is considered an important milestone in strengthening cooperation between Vietnam and the European Union in the field of investment and digital transformation. The forum not only demonstrates the commitment of the two sides to strengthen trade, investment and technology development, but also affirms the shared vision of a transparent, sustainable and people-centered digital economy. On the Vietnamese side, Deputy Minister of Science and Technology Bui The Duy said that digital transformation is a key driver for socio-economic growth, while Europe brings advanced experiences and standards on responsible technology development, upholding ethics,  privacy and sustainability – key factors to shape the long-term cooperation environment between the two regions.

Speaking on the sidelines of the event, Phuc emphasized that cooperation between Vietnam and the European Union in the field of digital technology is not only economically significant but also contributes to shaping legal norms for a new stage of development, where data and innovation become the foundation of growth. He said that this is an opportunity for Vietnam to improve the legal framework, promote technology investment and strengthen confidence for businesses in the period of comprehensive transformation.
