    On December 18, 2025, the representative of HM&P Law Firm ("HM&P"), Managing Partner Nguyen Van Phuc, attended the Seminar "Global Power, Vietnamese Sovereignty" organized by Viettel IDC at Vinpearl Landmark 81, Ho Chi Minh City. The event attracted nearly 400 guests with a large number of business leaders, CIOs, CTOs, technology experts and strategic partners in the field of digital infrastructure, Cloud and AI. At the workshop, delegates focused on exchanging hot issues related to global technological power and sovereign infrastructure issues, focusing on the role of data centers and digital infrastructure in the context of artificial intelligence (AI) technology growing strongly and being applied on a large scale.

    The workshop highlighted the fact that in the era of accelerated AI, data has moved beyond operational scope to become a strategic asset, and set new requirements for infrastructure platforms that are strong enough, secure enough, and sustainable enough to support AI and cloud computing systems. According to a representative of Viettel IDC, when AI is widely deployed in fields such as finance – banking, manufacturing, retail, security and real-time data analysis, the need for high-quality data infrastructure becomes urgent, requiring data centers to have large capacity.  high availability and flexible scalability.

     

     

    It can be seen that data centers are increasingly seen as a core component of the digital technology ecosystem, associated with the requirements of security, continuity, and data control. In that context, Lawyer Phuc believes that the strong development of AI and Cloud is leading to new legal issues, requiring businesses not only to invest in technology but also to actively consider the aspects of data governance, information security and legal compliance right from the selection and operation of infrastructure. Discussing at the seminar, Lawyer Phuc said:

    "As data becomes a strategic asset of the business, the data center is no longer a purely technical story. The design and use of digital infrastructure should be placed within the overall legal requirements of information security, data protection and compliance responsibilities, especially in the context that Vietnamese laws are increasingly perfecting regulations related to data and digital spaces."

     

     

    In addition to discussions on sovereign infrastructure models and domestic clouds, Lawyer Phuc said that the trend of businesses increasingly focusing on data control within the scope of Vietnamese law is an appropriate approach, helping to both effectively exploit the power of global technology and minimize legal risks in storage,  data processing and mining. From the practice of consulting, Lawyer Phuc emphasized that the problem of digital infrastructure and data centers needs to be approached in parallel between technology and legality, in which early identification of compliance requirements will create a foundation for businesses to operate AI and Cloud safely.  at the same time, ensuring a sustainable digital transformation strategy in the long term.

    The workshop "Global Power, Vietnamese Sovereignty" also clarified the fact that global technological power only really promotes its value when it is placed on a safe, reliable and sovereign digital infrastructure platform in Vietnam.
