On April 10, 2025, Mr. Nguyen Van Phuc, Managing Partner of HM&P Law Firm (“HM&P”), represented the firm at the Vietnam – Spain Business Forum 2025, held at the New World Hotel in Ho Chi Minh City. This forum was a key event within the framework of the official visit to Vietnam by Spanish Prime Minister Pedro Sanchez from April 8–10, 2025, at the invitation of Vietnamese Prime Minister Pham Minh Chinh. The visit reflected the two governments’ strong commitment to enhancing bilateral cooperation in the fields of economy, trade, and investment.
In addition to Prime Minister Pedro Sanchez and the Spanish delegation, the event was attended by Deputy Minister of Industry and Trade of Vietnam, Ms. Phan Thi Thang, Vice Chairman of the Ho Chi Minh City People’s Committee, Mr. Bui Xuan Cuong, and more than 500 business representatives from both countries. Among them were over 100 Spanish enterprises currently operating in or exploring investment opportunities in Vietnam across various potential sectors.

During the opening ceremony, high-level representatives from both Ministries delivered keynote speeches reaffirming the vast potential for bilateral cooperation—especially as Vietnam continues to emerge as a strategic investment destination in the Asia-Pacific region. The forum also served as a vital platform for both sides to exchange information, update regulatory frameworks, and discuss solutions to overcome investment barriers. Notably, the EU-Vietnam Free Trade Agreement (EVFTA) continues to lay a favorable foundation for European businesses to expand operations in Vietnam.
Mr. Nguyen Van Phuc actively participated in panel discussions, delivered remarks, and engaged in sideline meetings with representatives from the Spanish Confederation of Employers' Organizations (CEOE), Spanish trade agencies, European infrastructure and healthcare groups, and numerous Vietnamese and Spanish businesses. These discussions addressed the investment and business landscape in Vietnam, with a particular focus on legal issues amid the unpredictable changes in global trade and tariffs. At the forum, Mr. Phuc emphasized:
“As Vietnam continues to refine its legal framework to attract foreign investment, it is critical for investors to operate within a transparent, stable, and efficient legal system that ensures long-term, secure project implementation. Spanish enterprises are increasingly seeking legal partners who not only possess in-depth knowledge of local regulations but are also capable of providing ongoing, proactive support in navigating policy shifts and legal risks in today’s global trade and investment environment. In this regard, HM&P is well-positioned to accompany and support such businesses.”
