    Veterinary medicine wholesale is a conditional business. When doing business in this industry, both domestic and foreign-invested enterprises are required to apply for a license to conduct veterinary medicine wholesale business. HM&P would like to send our clients/readers some reference information regarding the process of this procedure as well as some notable notes during the implementation process.

    • Detailed technical documents of the facilities and technical infrastructure for importing veterinary drugs (according to the form in Appendix XXII issued with Circular No. 13/2016/TT-BNNPTNT) – 01 original copy;
    • Certificate of Business Registration or Certificate of Enterprise Registration – 01 certified copy;
    • Veterinary practice certificate for the manager or person directly involved in veterinary drug trading – 01 certified copy.

    2. Criteria(s) for issuance of the Certificate, validity of the Certificate, and obligations of involved organizations/individuals:

    Criteria(s) for issuance of the Certificate

    Organizations/individuals involved in veterinary drug trading must meet the following criteria(s) to be granted the certificate:[3]:

    1. Have a Business Registration Certificate or Enterprise Registration Certificate;
    2. Have appropriate facilities and technical infrastructure;
    3. The manager or person directly involved in veterinary drug trading must have a Veterinary Practice Certificate;
    4. Possession of sufficient shelves and storage units to display products is required; ensuring sturdiness, easy cleaning, and protection from adverse effects of light, temperature, humidity, mold, rodents, and harmful insects is also required;
    5. Possession of proper equipment(s) to ensure the storage conditions specified on the product label; a thermometer and hygrometer to monitor storage conditions is required. For facilities trading vaccines and biological products, possession of: refrigerators, coolers, or cold storage; a thermometer to check storage conditions; a backup generator; and equipment and means to transport and distribute vaccines according to the storage conditions stated on the product label is required.

    Validity of the Certificate

    • The Certificate of eligibility for trading in veterinary drug is valid for 5 years [4].
    • Three months before the expiration of the certificate, individuals/organizations wishing to continue veterinary drug trading must submit a renewal application and will be inspected to confirm compliance with the required standards for license renewal.

    Note 1:

    The location inspected for the issuance of the license must be the company’s headquarters or a business location of the company. When submitting the application, the company must include a Business Location Registration Certificate.

    Note 2:

    The company’s business activities must include wholesale and retail trading of veterinary drugs (industry codes 4649, 4799).
