    1. What is Certificate of Free Sale (CFS[1])?

    Pursuant to Article 36 of the Law on Foreign Trade Management 2017, Certificate of Free Sale is a certificate issued to an exporter by the competent authority of the exporting country to certify the free sale of products in the exporting country. In the field of cosmetics, CFS is issued for cosmetic products produced domestically for the purpose of export.

    Implementing agency

    The Department of Health of the centrally-affiliated cities and provinces where production factory is located.

    Means of application

    For the issuance of the Certificate of Free Sale, the Enterprise must submit an application at the Department of Health of the centrally-affiliated cities and provinces in one of the following forms:

    • In person; or
    • By post; or
    • Electronically (depending on each locality).

    Dossier components

    01 application documents shall include[2]:

    a. 01 original, expressed in Vietnamese and English: An application form for CFS, stating description and HS head of the good, number of certificate of conformity with standards or registration number, standard number (if any), content of compounding materials (if any), and importing country, specified in Appendix III to the Circular No. 12/2018/TT-BCT;

    b. 01 copy bearing the trader's stamp: Investment certificate or business registration certificate, business registration certificate;

    c. 01 original: List of manufacturing facilities (if any), including name and address of facilities, products manufactured for export;

    d. 01 copy bearing the trader's stamp: A document of applied standards for the good enclosed with display (on label or packages or packaging manual thereto); or Cosmetic product proclamation has already been issued the receipt number.

    500.000 VND/ product corresponding to 01 Cosmetic product proclamation has already been issued the receipt number[3].
